I’ve been working with a LOTRO guide ever since I started to play this game, to bring my characters to the top and participate to the end game content raids. 1. The best low level instance to boost your Horde character is Ragefire Chasm. Since it’s placed in the heart of Orgrimmar it’s easy to find a booster or join other boosting groups. However before going in, you might want to have at least a few of the following quests: “Hidden Enemies”, “Returning the Lost Satchel” or “Slaying the Beast”.
